Britain and France to Deploy Forces to Ukraine if a Ceasefire Accord is Reached

Placeholder Diplomatic Meeting

The UK and France have inked a memorandum of understanding concerning the deployment of troops in the nation if a peace agreement be struck with Moscow, the UK Prime Minister, Keir Starmer, has declared.

Following negotiations with Kyiv's partners in the French capital, he noted that the allies would "set up operational bases across Ukraine and erect protected structures for arms and military equipment" to deter any subsequent incursion.

The allied nations also put forward that the US would take the lead in overseeing a ceasefire.

Moscow has on multiple occasions stated that any foreign troops in Ukraine would be considered a "valid objective", but has not yet commented on this latest announcement.

The Situation and Ongoing Hostilities

The Kremlin's head Vladimir Putin initiated a comprehensive attack of Ukraine in the start of last year, and Russia at this time occupies roughly 20% of the country's land.

"This represents an essential component of our pledge to be alongside Ukraine for the long-term," stated the British leader.

National leaders and top officials from the "Allied Coalition" were involved in Tuesday's talks.

He stated at a combined announcement, Starmer noted: "It creates the pathway for the operational parameters under which British, French, and partner forces could operate on Ukraine's territory, defending Ukraine's air and maritime domains, and restoring Ukraine's defense capabilities for the future."

The British leader also stated that Britain would be involved in any Washington-directed monitoring of a potential cessation of hostilities.

Security Guarantees and Negotiation Stances

Lead American diplomat Steve Witkoff stated that "durable defense assurances and robust reconstruction vows are critical to a enduring ceasefire" in Ukraine – referring to a central condition made by Ukraine.

The negotiator noted the coalition had "mostly completed" their work on establishing such guarantees "to ensure the Ukrainian people know that when this hostilities ends, it ends permanently."

Donald Trump's son-in-law, ex-President Donald Trump's special envoy, also participated in the negotiations.

Separately, French President Emmanuel Macron stated that Ukraine's partners had made "significant headway" at the meeting.

He noted that "comprehensive" security guarantees for the Ukrainian government had been agreed in the case of a prospective truce.

President Volodymyr Zelensky said that a "major step forward" had been made in Paris, but cautioned that he would only view efforts to be "sufficient" if they culminated in the conclusion of the war.

Earlier, Zelensky suggested a peace deal was "largely prepared". Settling the last 10% would "determine the future of peace, the fate of Ukraine and Europe".

Outstanding Matters

  • Sovereign soil and security guarantees have been at the center of ongoing disputes for negotiators.
  • Moscow has often said that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Russia will seize it, refusing any compromise over how to finish the war.
  • Zelensky has thus far excluded giving up any territory, but has suggested that Ukraine could withdraw its forces to an mutually accepted point – but only if Russia reciprocates.

Russian forces currently controls approximately 75% of the Donetsk oblast and some 99% of the bordering Luhansk region. The areas form the heartland of Donbas.

The initial US-led multi-point framework that was circulated to the media last year was seen by Ukraine and its EU supporters as being strongly biased in Moscow's favor.

This triggered a period of intensive diplomacy – with Ukraine, the US and European leaders trying to amend the draft.

The previous month, The Ukrainian government submitted the US an new 20-point plan – as well as separate documents describing potential defense assurances and provisions for Ukraine's rebuilding, he added.
